The meeting was called to order at 8:30 by Commissioner Pancratz. Commissioner Goffena and Commissioner Turley were present. County Attorney Krakowka was present intermittingly throughout the day. Norma Trent was present.  Minutes for the day were done by Garilynn Rapp.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda. Commissioner Turley seconded. Motion carried.

Commissioner Turley made the motion to approve the Minutes, from May 2nd, 2025.  Commissioner Goffena seconded. Motion carried.

Public Comment: Nancy Pedersen, manager at the Golden Thimble, came into review with the Commissioners regarding the necessity of more space for donations. Specifically, showing interest in the shed at the Courthouse. Additionally, she also reviewed the need to have a dry donation site, for when items are dropped off, outside the hours of operation. She suggested having an awning over the walkway. The Commissioners agreed to review the shed with the Refuse Department, as they had also expressed interest in it. They asked Nancy to get bids for similar storage solutions.

No New Business:

  1. Commissioner Goffena made the motion to review and sign the Central Montana Regional Water Authority Water User’s Agreement for the Airport. Commissioner Turley seconded the motion, motion carried.
  2. Commissioner Turley made a motion to review and sign the Facility User’s Rental Agreement for the use of the Riverside Fishing Access area, submitted by Sherri McVay. Commissioner Goffena seconded the motion, motion carried.

Meetings:

Commissioner Goffena attended the Area II Council on Aging meeting. The board has voted to have a financial and procedural audit for the first time since 1977. 2 new applicants were voted on the board. Additionally, the Board voted to send a Letter of Compliance to the Council of Aging Director. The quality and quantity of meals was discussed as well as procedural compliance.

Commissioner Turley is working with Tetra Tech on the Farmer’s Union Property. They need to drill into the soil to get a sample for review. Commissioner Turley recommended Chairman Pancratz to send a letter to DEQ to request information on the Waltz Property.

County Agent Cooley gave the upcoming Extension Schedule to the Commissioners. Tory Johnson will be giving an informational speech on Livestock Risk Prevention, and insurance programs available, on Tuesday May 27th, 2025, at 3:00PM, at the Extension Office. 4H Camp will be held June 2nd-6th, at Camp Rotary in Monarch. Virtual fence cows pasture walk will be held in Winnett on May 16th, Winnett Acres is hosting the event. New equipment has arrived at the Fairgrounds. Next Fair Board Meeting is scheduled for May 27th.

DES Director Justin Russell and DES Coordinator Darren Rook gave their weekly update to the Commissioners. The VFC Grant was submitted and approved. For $20,582.00. Next week the department will be submitting the VFC Grant for authorization, they are expecting to be awarded $19,000-$23,000. East Repeater Grant for $200,000 has been closed out. CWPP Reimbursement is expected next week. The EMPG Grant Reimbursement was sent out today for the first 3 quarters. Number 4 Road Great West is studying components and working with Headwaters expecting a solution cost breakdown. Time Frames are expected by sometime in June. The department had one fire call for the week, a tractor caught fire on Valley Rd and was quickly extinguished. DES will be sending notifications when the Burn Pit at the Refuse Site is open. DES discussed possibly getting a secondary burn pit for fire fuel mitigation, as the Roundup Site is for smaller jobs, with less debris.

Treasurer Hetrick reviewed Budget Fund allocation and consolidation for the upcoming fiscal year. Additionally, she discussed a new revenue account for the Busy Bee buyout.

Community Health Worker Berg gave her update to the Commissioners. She has the contracts in place with the school district and has set up her first student appointment for services. Additionally, they reviewed Catalyst for Change and agreed to get an appointment set with Amber Martinsen to review that contract.

John Husar and Johnny Husar reviewed the status of the Wind Farm north of town with the Commissioners. The Proposal for the Utility Grade Energy Project has been accepted for interconnection. A meeting is scheduled to review the project details with energy partners June 9th-13th.

Douglas Medina came into review his pending Dispensary License with the County Commissioners and Ben Krakowka. They confirmed that residents are allowed to possess, use and smoke marijuana products but are not permitted to grow or sell in Musselshell County.

Theresa Doumitt updated the Commissioners on the status of the Wier Building project.

Public Comment: Monty Sealey came to get clarification from the Commissioners on the Crow Revenue Act. Looking for more information on Gross Coal Proceeds to Musselshell County if the Bull Mountain Mining Act passes.

With no Further Business to discuss, Commissioner Goffena made the Motion to adjourn, Commissioner Turley seconded the motion, motion carried. Meeting adjourned at 4:17 PM.
