The meeting was opened at 9:30 by Commissioner Goffena. Commissioner Borner and Commissioner Berry were present.

The minutes from the August 6, 2018 meeting were reviewed and approved by all Commissioners. The Commissioners did not have a meeting the week of August 13, 2018.

Leah Witke from the Safety Committee met with the Commissioners regarding the safety inspection of the Courthouse that was done on August 15, 2018. The Commissioners will work on getting any issues resolved.

Clerk & Recorder Tomassi met with the Commissioners with a personnel issue.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. They are going to look for a good used grader. 3 estimates for roofing were given to the Commissioners to be decided on at the August 27, 2018 meeting. They are working on bus routes.

Sheriff Thomas gave his weekly report to the Commissioners. Mr. Thomas asked about the hail damage insurance for the vehicles. We are waiting on answers from MACo.

Accounting Supervisor Angel met with the Commissioners to go over the Insurance claims.

DES Coordinator Russel gave his weekly report to the Commissioners. There was a flood Plain permit issued.  The next Fire Council meeting will be October 4, 2018.  They will be meeting with the new hire to figure out an addressing schedule.

Tori Kolkhorst with Senator Danes Office met with the Commissioners to see if there is anything they want the Senator to know. Commissioner Goffena said that the Coal Mine is very important to Musselshell County. Commissioner Borner said she would like to see a cleanup of the Sew and Settle Law and the Equal Access to Justice Law.  The Commissioners also said that the DES Presidential Declaration needs pushed.  Commissioner Goffena said that the waterline from the Judith Gap area all the way to Melstone needs worked on.  Commissioner Berry said they need the money to fund the pipeline.

Item #8 to decide on which window company we are going to use for hail damage windows in the Courthouse was tabled until they can gather more information.

Commissioner Borner made the motion to sign the Oil & Gas Lease in the South half of Section 20 and the Northwest quarter of Section 28 in Township 11 North, Range 28 East, submitted by HC Resources. Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner made the motion to sign Resolution 2018-15 establishing Stage 1 Fire Restrictions. Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner made the motion to discuss and adopt the 2018 Procurement Policy. Commissioner Berry seconded the motion. Motion carried.

Commissioner Berry made the motion to approve and sign the Encroachment Permit for Section 23, Township 8 North, Range 26 East #4 Road submitted by Eli Yoder. Commissioner Borner seconded the motion. Motion carried.

Commissioner Borner made the motion to accept the one and only Propane Bid submitted by McCleary Distributing Inc. Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner made the motion to approve and sign the Encroachment Permit for Sections 19 & 20, Township 8 North, Range 26 East #4 Road submitted by Mid-Rivers Telephone Cooperative. Commissioner Berry seconded the motion.  Motion carried.

Commissioner Berry made the motion to amend the agenda and put on accepting the quote for the Courthouse roof air conditioner that was submitted by Advanced Refrigeration and to give the money in advance for the materials. Commissioner Borner seconded the motion.  Motion carried.
