The meeting was called to order at 9:15 by Commissioner Goffena. Commissioner Borner and Berry were present.

The minutes from the December 4th & 11th, 2017 meetings were not reviewed by the Commissioners.

Donna Marmon and Sharon McLeod with Swimmers Forever met with the Commissioners regarding the indoor pool in the Old High School/Community Center. Superintendent Sealey was also present. There was a Preliminary Architectural Report that was submitted to the Commissioners from Collaborative Designs. The ladies said they have spoken to Kathie Bailey with Snowy Mountain Development Corp for help with grants for the project. They would like to have the Commissioners signature if they are able to go for a CDBG Block Grant. The Commissioners will put it on the December 26, 2017 agenda.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. They are graveling Big Wall Road and beginning to build Allen Road. Mr. Stockert will be in at 11:00 for the conference call with Stahly Engineering.

Under Sheriff Lesnik gave his weekly report to the Commissioners. The amount of wildlife in the area is getting to be a problem. The fuel budget is looking better for the department. They are moving forward with fencing the impound lot.

Road and Bridge Supervisor Stockert and Kathy Thompson from Stahly Engineering(via phone) met with the Commissioners to discuss the TSEP Grant. Mr. Stockert had a draft of a proposed bridge to possibly replace having to work on the Delphia Bridge and the Goffena Bridge. MS. Thompson thinks it would have a good rating for the grant and be most beneifical and would increase safety for the public. There are 3 land owners that need to be contacted. We may need to go for a second extension. We will need to work on and engineering report. It will be put on the December 26, 2017 agenda to decide on going for a new bridge and taking the Delphia Bridge and the Goffena Bridge out of the picture. There will need to be a Public Meeting in a few weeks once Stahly gets a package together.

Mark Qualman with Quest Service Corp. Gave his weekly report to the Commissioners. They will be having their 2nd weekly meeting at the Musselshell County Central Commons at 2:00 today so far there have been no problems. Mr. Qualman would like to set up a meeting with the Commissioners and Sheriff Thomas after the first of the year with Schutzfoss Arch. to discuss options for a new jail.

Craig Canfield and Nathan Schroht with KLJ and Airport Board Chairman Gephardt met with the Commissioners regarding revising the Capital Improvement Plan for the Airport. They are planning on moving Phase 2 for a Parallel Taxiway back and replacing a hanger instead. They will be talking to the FAA in 2019 regarding FAA Entitlements. Musselshell County needs to contact the FAA regarding Consultant Selections and Request for Proposals for Engineering. Commissioner Berry said that KLJ and Musselshell County are not in a good relationship right now, but the Airport Board has always been happy with the work that KLJ has done for them.

There was no Public Comment:

Item #1 to discuss the Wireless Point to Point estimate submitted by High Point Networks and Adam Toombs was tabled until there is more information. Item #2 to decide and apply for the Fish Wildlife and Parks Recreational Trails Program was tabled until there is more information. Item #4 to discuss the Structural Analysis of the Sheriffs Office from Collaborative Designs was taken off the table by a motion from Commissioner Borner and seconded by Commissioner Berry. Item #5 to Amend the Policy Manual clarifying Flex Time and Comp. Time for County Employees was tabled until next week.

Commissioner Borner made the motion to approve and sign the FY 2018 Extension Service Agreement between Montana State University Extension and Musselshell County submitted by County Agent Mat Walter. Commissioner Berry seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.
