The meeting was called to order at 9:30 by Commissioner Goffena. Commissioner Borner and Berry were present.

The minutes from the December 4th, 11th and 18th, 2017 meetings were reviewed and approved by all Commissioners.

Road Department Secretary Kenner gave her weekly report to the Commissioners. 6 out of the 10 horse and buggy signs that were put out were stolen. A Police report was filled out. We need to do some research on the old railroad easement the County has near Goffena Road for County Attorney Peterson is to review and advise. The Commissioners will be voting on proceeding with a new location for the TSEP bridge. They are working on clearing the Divide, Hawk and Fishel Creek, Allen, Horsethief, Cameron and checking Colony Big Wall and others up North.

Sheriff Thomas gave his weekly report to the Commissioners. They are trying a new electronic shortcut for less paper work, still working out the bugs. The Commissioners told Mr. Thomas that at the first of the year they are having someone come in to discuss possibilities for funding a new jail.

Accounting Supervisor Angel gave her weekly report to the Commissioners. Ms. Angel asked if there was some overtime approved for an employee. There was. Our Auditors (Joseph Eve) will be here the first of the year to begin our yearly audit.

DES Coordinator Carlson gave his weekly report to the Commissioners. Burning is open to all sizes of piles at this time. Public Comment for Permit FDP-17-2 for the Melstone Bridge over the Musselshell River on US Highway 12 East has ended and the permit will be issued today. Mr. Carlson sent out letters to the Participants of the PDM (Pre Disaster Mitigation) and FMA (Flood Mitigation Assistance) programs and Barta Appraisals to begin the appraisal process. Demolition for the HMGP (Hazard Mitigation Grant Program) has been rescheduled until February. Commissioner Goffena called Sterling Sundhiem with the DNRC to find out what is the next step for applying for a water right for the Pond Project. We need to get a permit and will need to talk to Doug Man. Mr. Carlson will get in touch with him after the New Year to start the process. Commissioner Berry thinks that Mr. Carlson should stop going on the radio on Mondays. He would like Mr. Carlson to bring in any information at his weekly report and suggested a Commissioner can be on the radio on another scheduled day.

Mark Qualman with Quest Service Corp gave his weekly report to the Commissioners. Work being done on the Musselshell County Central Commons is on schedule. Commissioner Berry asked if Mr. Qualman thought Sheriff’s Office roof would be ok with just the membrane suggested? Mr. Qualman said that the experts said the membrane is the most effective and there is a 20 year warranty that goes with it. Mr. Qualman will set up a meeting with Al Rapacz with Schutzfoss regarding possibilities for funding a new jail after the New Year.

Item #1 to discuss the Wireless Point to Point estimate submitted by High Point Networks and Adam Toombs was tabled until there is another estimate. Item #2 to decide and apply for the Fish Wildlife and Parks Recreational Trails Program was taken off the table and will be done next year. Item #3 to amend the Policy Manual clarifying flex time and comp time for County Employees was taken off the table until after the Department Head Meeting on January 16, 2018 and Public Hearings. Item #5 to decide on purposing and pursuing a new route for the TSEP Grant for efficiency and public safety was taken off the table and will continue to be pursued.

Commissioner Berry made the motion to sign as a sponsor for a CDBG Block Grant for the Swimmers Forever and the School. Commissioner Borner seconded the motion. Motion carried.

Commissioner Borner made the motion to sign the Grant Agreement RITP-18-0139 for the Davis Mine Site Assessment and Problem submitted by the DNRC. Commissioner Berry seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.
