The meeting was called to order at 9:30 by Commissioner Goffena. Commissioner Borner and Berry were present.

The minutes from the November 6, 2017 meeting were not reviewed and approved by all Commissioners.

IT Specialist Adam Toombs met with the Commissioners regarding installing audio in their office. Alert Security Professionals will be doing the installation at noon.

Road and Bridge Supervisor Stockert gave his weekly report to the Commissioners. Secretary Kenner was not present. Next Mondays Public Meeting for the TSEP Grant for the Delphia Bridge was discussed. Mr Stockert said the bridge needs bank stabilization. Mr. Stockert is concerned that the meeting is going to bring in residents that are wanting to discuss other bridge issues.

Sheriff Thomas and Under Sheriff Lesnik gave their weekly report to the Commissioners. Personnel issues in the Dispatch Department were discussed. Commissioner Borner suggests bringing in MACo ( Montana Association of Counties) for guidance.

Accounting Supervisor Angel met with the Commissioners. Travel expense reimbursement for DES Coordinator Carlson was discussed. A letter will be sent to the appropriate agencies. Changing the date that payroll has be in was discussed and will be voted on at the 3:00 business.

Weed Coordinator Beck, Jay Pelan and Tom Vanderberg from the Weed District met with the Commissioners regarding a new Weed Office Building. The Commissioner said that they are going to drill a test hole on the County property East of town to see if there is water. Mr. Vanderberg said that he recalls that when the County bought that property they were hoping to have City services out there. That has not happened. Mr. Vandeberg also said that if water is found and they decide to put a building there the Weed District maynot be able to help with the cost of drilling a well. The Commissioners are going to talk to Mark Qualman with Quest Service Corp on November 20th, 2017, get Ms. Beck specifications for the building and discuss a “Design to Build” for bids on the 3:00 business of the same day.

Troy Kelsey, Chuck Strum and Tom Erskine of Interstate Engineering met with the Commissioners to see what the County has going on. They would like to be our engineering firm again. The Commissioners said that they will be going out for RFP’s (request for proposal) for the Roundup Airport eventually.

Mark Qualman with Quest Service Corp and Brian Johnson with Collaborative Design gave their weekly report to the Commissioners. Bids for the Musselshell County Central Commons were discussed. They recommended the low bidder form last weeks bid opening which was Cucancic Construction. All bids were over budget so there will be some changes on what all will be done and will be on the 3:00 business on November 20, 2017. The Conditional Use Permit from the City of Roundup for the Commons was discussed and the City Councils concerns on parking. Mr. Qualman gave plans to the City for review last week and said there are no plans for parking. Mr. Johnson has e-mails concerning the parking with the Public Works Director of Roundup where everything was approved.

Mr. Qualman said they will be paving the EOC (emergency operations center) parking lot will be paved this week and the parapet for the Sheriff’s department roof will be done on Friday, November 17, 2017.

There was no public comment.

Commissioner Berry made the motion after talking to Attorney Tara DePuy that the County needs to abandon their Right of Ways they have on the Goffena Bridge. Commissioner Borner seconded the motion. Motion carried.

Commissioner Borner made the motion to award the Bid for the Musselshell County Central Commons Contractor to the lowest bidder, Cucancic Contractors. Commissioner Berry amended the motion at add the list of recommendations submitted by Collaborative Designs. Motion carried.

Commissioner Borner made the motion to be a part of the Brownsfield Assessment Grant for the Farmers Union Property that Snowy Mountain Development is applying for. Commissioner Berry seconded the motion. Motion carried..

Commissioner Berry made the motion to appoint Amy Angel to the Snowy Mountain Corporation Board. Commissioner Borner seconded the motion. Motion carried.

Commissioner Borner made the motion per the discussion with Amy Angel from Accounting and Payroll to decrease the pay period by 1 day each progressive month until it goes to the 22nd of the month. Commissioner Berry seconded the motion. Motion carried.

Jay Eliasson met with the Commissioners very upset that nothing was in the local papers for local contractors for the Musselshell County Central Commons. Commissioner Berry said that the bid was for General contractors and that they will talk to Collaborative Design regarding the matter.

There being no further business the motion was made to adjourn. Motion carried.
