The meeting was called to order at 9:20 by Commissioners Goffena. Commissioner Borner and Berry were present.
The minutes from the October 29, 2018 meeting were reviewed and approved by all Commissioners.

Roof on new ambulance barn. Ron Solberg will go out for bids
Bids for the Extension Office. Mark Qualman will get a bid package out.
Offer from Larry Lekse. Have not received an offer yet.
Relocation of #4 Road. Work in progress
Fee Structure for private use of the Musselshell County Central Commons. Still working on it.
Windows at Central Commons/Courthouse.
Call MACo regarding an Employee issue. This was taken care of.
Kathy Pfister met with the Commissioners letting them know that she will be retiring June 30, 2019. The Commissioners will need to figure out how they are going to be replacing her.
Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. The estimates for a new fuel pump system was discussed. Commissioner Berry wants to make sure that the estimate is with removal of the old pump and replacement of the new. Mr. Stockert is going to check on referrals of the new system and make a decision. The Roundup Volunteer Fire Department has room to store the generator until there is room for it in Musselshell.
Sheriff Thomas gave his weekly report to the Commissioners. There are no inmates in the jail and everything is going well.
DES Coordinator Fisher gave his weekly report to the Commissioners. Mr. Fisher has sent the request for extension letters for the FEMA grants. There was a fire last week that was not called in and they did not have a burn permit. They have received a bill for the expense. Mr. Fisher is going to work on writing up a policy for fees when this happens.
Mayor Jones met with the Commissioners to discuss a piece of concrete in the river off of #4 Road that is going to be a problem if there is another flood. We are going to call Scott Graham with the DEQ to set up a meeting.
Airport Manager Kelly Gebhardt met with the Commissioners regarding an airport improvement project and an Agreement for Engineering Services with Interstate Engineering, Inc. The Commissioners will suspend the rules to sign the Agreement for Engineering Services at 3:00 business today.
Maintenance Supervisor Jett met with the Commissioners to let them know that someone will be changing all of the locks at the Musselshell County Central Commons/Senior Center.
Public Comment:
Edith Sloan and Brenda Vescovi were present.
Ms. Sloan has questions regarding the fee schedule and use/organization of the Commons/Senior Center. Ms. Sloan has a writing practice group that has been using the facility. She checked with the director(Ms. Vecovi) and was told they had to be done by 1:00 but there was a time when they ran over a little and were told to leave that they doors had to be locked. She would like to work something out and have a little flexibility. Ms. Vescovi said that she doesn’t have a problem with them being there but asked the Commissioners if they (the workers) have to stay to lock up? The Commissioners said that no they do not have to stay but there is a schedule done here at the Clerk & Recorders Office and they have to set up a time and fill out papaerwork for every time there is a meeting, no matter who it is. That way they know that they have to be out by a certain time if there is another meeting/event scheduled.

Commissioner Berry made the motion to sign the Professional Services Agreement with Stahly Engineering & Associates, Inc. for the 2019 Montana Coal Impact Grant Preliminary Engineering Report and Grant Application for funds replacing the bridge located on Farrel Street. Commissioner Borner seconded the motion. Commissioner Berry amended his motion to include in the amount of no more than the fee of $20,000.00 for engineering. Commissioner Borner seconded the amendment. Motion carried.
Commissioner Borner made the motion to suspend the rules to sign the Agreement for Professional Services from Interstate Engineering for Airport Improvements. Commissioner Berry seconded the motion to suspend the rules. Commissioner Borner made the motion to sign the Agreement for Professional Services for Airport Improvements. Commissioner Berry seconded the motion. Motion carried.
