The meeting was called to order at 9:30 by Commissioner Goffena. Commissioner Borner and Berry were present.

The minutes from the October 30, 2017 meeting were reviewed and approved by all County Commissioners.

Road Secretary Kenner gave her weekly report to the Commissioners. They will be sending a letter to a resident that is farming within a County ROW. The Commissioners will vote on the environmental impact concerns/opinions concerning the motor grader grant to determine if it falls under a “Categorical Exclusion for environmental impact”. Thanks to Safety Coordinator Ron Manderfeld hard work, the Safety Committee received $1,605.00 from MACo. The TSEP meeting for county bridges will be November 20th. Due to the holiday the Accounting Office has asked for time cards to be in on the 22. How should this be handled?. The Commissioners said that if it is an issue the employees can fill out the time cards to the 22 and be a few days short on this months paycheck and the days will be added to next month. (Pay periods are usually from the 26th of the present month to the 25th of the following month) Blading was done on Allen Road, Queens Point and Golf Course. Mowing is about all caught up in the North West and North East.

Under Sheriff Lesnik gave his weekly report to the Commissioners. There were a lot of accidents due to the bad roads. They would like to be able to get Narcan which is a drug used to reverse an opiate overdose. They may take classes on identifying an overdose. There are 10 people in the jail.

Accounting Supervisor Angel met with the Commissioners to see if there was anything they needed or wanted to discuss. Nothing to report.

DES Coordinator Carlson gave his weekly report to the Commissioners. PDM (Pre Disaster Mitigation) and FMA ( Flood Mitigation Assistance) award letters are on the 3:00 business today. Interviews for 2 Deputy DES Coordinator are starting today at 4:00 in the Commissioners Office.

Mark Qualman with Quest Service Corp. and Brian Johnson with Collaborative Design met with the Commissioners to open the bids for architects for the Musselshell County Central Commons. Superintendent Sealey was also present.

Commissioner Borner made the motion to take all bids under advisement. Commissioner Berry seconded the motion. Motion carried. The decision will be on next weeks 3:00 business.

There was no Public Comment.

Linda Picchioni and Erin Janoso were present.

Commissioner Berry made the motion after getting more information from MACo regarding the County Commissioners pay, to not make any changes in the way the Commissioners are paid. Commissioner Borner seconded the motion. Motion carried.

Commissioner Borner made the motion to approve and sign the Encroachment Permit for Section 7, Township 7 North, Range 27 East, W. Parrot Creek Road, submitted by Dennis Ekleberry. Road and Bridge Supervisor Stockert had already approved the encroachment. Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner made the motion to approve and sign Certificate of Survey 2017-8 RB for Sec. 22, T-6-N, R-26-E, Submitted by Gilbert J. and James C. Majerus. Commissioner Berry seconded the motion. Motion carried.

Commissioner Borner made the motion to sign the Determination that the Mussleshell County Road Department completed a review to identify potential environmental impacts to the purchase of a new Motor Grader. There were no public comments before or after the Declaration of Determination. Commissioner Berry seconded the motion. Motion carried.

Commissioner Berry made the motion to get a local company to drill for the availability of water on the County owned property East of town on Highway 87 East. Discussion: Commissioner Borner questioned using the tax payer dollars to drill. Commissioner Berry said they need to know if there is water to make an informed decision on wether to develop County buildings on the land or to sell it. They will get the opinion of the local well drillers. Commissioner Borner seconded the motion. Motion carried.

Commissioner Borner made the motion to sign the 2016 FMA-PJ-MT-2016-001 Musselshell County Acquisition Grant Application. Carson = 10% County Match.- PDM Funding = $223,346.88, Musselshell County Match = $24,816.32, Total Project Cost = $248,163.20. Commissioner Berry seconded the motion. Motion carried

Commissioner Borner made the motion to sign the 2016 PDMC-PJ-08-MT-2016-004 Musselshell River Acquisition Project Grant Application. Lekse etal 25% Match- PDM Funding =$2,522,235.75, Musselshell County Match= $840,745.25, Total Project Cost= $3,362,981.00. Commissioner Berry seconded the motion with an amendment that the 25% County match has to be a soft match and that no actual County money will be used. Motion carried.

Commissioner Borner made the motion to sign the DNRC Reclamation & Development Planning Grant Application for the Davis Abandoned Coal Mine Site Assessment & Problem Analysis. Commissioner Berry seconded the motion. Motion carried.

Three interviews were scheduled for an “as needed” Deputy DES Coordinator.

There being no further business the motion was made to adjourn. Motion carried.
