The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Theresa Doumitt was present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda after adding, reviewing and signing the Official Written Findings for the Alternative Delivery Method instead of traditional method for proposals for work on the Wier building and add Gary Eliasson regarding reserving the Fairgrounds. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to approve the November 8, 2024 minutes as written.  Commissioner Goffena seconded the motion.  Motion carried.

Raymond Raths joined the meeting.

Public comment:

There was no Public Comment on the budget amendments.

Public Comment on an Assignment of Easement from MDT to Musselshell County for the

Proposed Fishing Access at Riverside. Mike Ruggles with Fish Wildlife and Parks was present

and wants to have an onsite meeting with the Commissioners in person at the access area to go

over what the easement means and where it is.  Raymond Rath will also be at the meeting to see

where the location of the easement is.  End of public comments.

Commissioner Pancratz made the motion to approve and sign the Official findings for the High

Plains Arch. For the Alternative delivery method instead of the traditional method for the repair

work for the Wiers Building. Commissioner Goffena seconded the motion.  Motion carried. (This

finding will be attached to the Official Minutes for the day)

Commissioner Goffena made the motion to approve and sign the revised Proposal from High Plains for the design of the structural repair work. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to table the signing of Resolution 2024-33 for several Budget amendments. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Certification form and the Designation of Depository form for direct deposits of the Montana Emergency Tourism Assistance Program (METAP) Grant funds submitted by DES Director Russell. Commissioner Pancratz seconded the motion.  Motion carried.

County Agent Cooley gave his weekly report to the Commissioners. The 4H Council is wondering about the new water system and electrical in the barns that do not have it? The Commissioners told Mr. Cooley to get a few bids on getting the electric and the water will probably be available in the spring. Mr. Cooley had a few questions on how we pay MSU for his pay.  A monthly invoice is needed.

Sheriff Lesnik gave his weekly report to the Commissioners.2 Deputies have graduated from the academy.  They now have a full staff. The SRO (School Resource Officer) seems to have been received well.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. The Montana Emergency Tourism Assistance Program. (METAP) grant was received in the amount of $58,000.00. They will be purchasing a battery-operated jaw of life. The Department of Revenue has been given the updated addresses and GPS ordinances. Mr. Russell submitted a grant list.

Gary Eliasson met with the Commissioner regarding renting the horse barn for a bull sale December 21, at the fairgrounds. Mr. Eliasson was given the paperwork for the rental.

Commissioner Pancratz and Commissioner Goffena attended the LEPC meeting on Tuesday November 12, 2024.  It gives everyone a chance to see what all is going on in the Community.  Mr. Solberg let everyone know that the East repeater is working flawlessly, and he is going to be going out for a grant for a new west repeater.

Commissioner Goffena attended the Central Montana Health Board meeting in Ryegate, Thursday November 14, 2024. The budget was gone over. They will be doing quarterly meetings now. Musselshell County had 15 Covid cases.

Commissioner Pancratz attended the Community Wildfire Prevention meeting on Tuesday November 12 and the Community Reinvestment Organization HB819 meeting on Thursday November 14, 2024.

Commissioner Turley attended the Hospital District meeting on Tuesday November 12, 2024. They have a new PA.

There was no Public Comment in the afternoon.

There being no further business Commissioner Pancratz made the motion to adjourn, Commissioner Goffena seconded the motion.  Motion carried.

November 18, 2024 Road Department meeting

All Commissioners, Road and Bridge Supervisor Stockert and Secretary Newman, were present. Minutes were done by Secretary Newman.

Signal Peak was granted permission for the commencement of Construction of WDA #2 “Haul Road Crossing” which is very important. The Delphi Road Bridge repair will start on November 19, 2024 and will be closed until the 22 of November, 2024. With being very shorthanded right now they are trying to find someone to repair a guardrail on Old Divide Road that was damaged during an accident in August. Big Thanks to Musselshell Valley Equipment for leasing another tractor this year that enabled us to mow the entire County before winter, which is a huge accomplishment.  The Hawk Creek Road Project started on October 21, 2024, there has been 18,408 tons of gravel and they have completed 5.8 miles of road and is a testament of the dedication of the Road Department Crew.
