November 18, 2022

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after adding voting on not having a Commissioner meeting on November 25, 2022. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve the November 4 meetings minutes as written. Commissioner Pancratz seconded the motion.  Motion carried.

All Commissioners attended the Bair Collins Vision meeting. They are just starting their meetings and are going to invite RCP (Roundup Community Partners) to the meetings and also have public meeting to see if any residents of Musselshell County have any ideas for the community.

All Commissioners attended the School Board meeting on November 14, 2022.

Commissioner Turley reported that the rest of the latrine from Libby will be delivered on December 2, 2022.

There was a Zoom meeting with MACo regarding the opioid settlement with the State of Montana. All Counties have submitted the first part of the paperwork but there are some that have not signed the seconded amendment and this needs to be done by the first of December. There will be different regions and every region will have an advisory committee to determine the distribution of funds received. This will be based on opioid impact, population, overdose, deaths and opioid disorders. All funds will be traced and must be used for opioid abatement.  We will have an allocation number that is decided by Attorney Generals nationally.

County Agent Solf gave her weekly report to the Commissioners. December 15, 2022 is a webinar on range land wheat ID & pest management. 12 new families have signed up to be in 4H. The tentative dates for the 4H fair will be July 15 – 22, 2023. Ms. Solf gave a web-site for people to check on snowpack= nrcs.usda.gov

There was a Zoom meeting with the State DES and Director Russell, Coordinator Rook and Rural Addressing Assistant Gomez regarding a possible 2nd buyout for Floodplain properties next year. They may also do a culvert project.

Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik submitted a preliminary design for the “recreation yard” for the inmates to the Commissioners.

Incoming County Attorney Larsen met with the Commissioners.

Commissioner Turley, Commissioner Pancratz and Clerk of Court Halverson did the 2022 General Election Canvas.

Rose Martin and Sue Olson with the Golden Thimble met with the Commissioners to request adding on to the building they are housed in.  There is not enough room for all of the donations and it is becoming a safety issue. The Commissioners agree that something needs done and are going to check to see if there are any grants available.

Pam Carter the Representative of the Public for Musselshell County to HRDC, appointed by the Commissioners met with the Commissioners to make sure they still wanted her to represent Musselshell County at the HRDC meetings. All three Commissioners agreed they still wanted Ms. Carter as the Representative.

Public Comment= No one was present.

Commissioner Pancratz made the motion to sign the Request for Drawdown #1 for MT-CB-CG-23-0933 for the Chip Seal Project in the amount of $304.633.00. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Resolution 2022-32-A amending 2022-32 for the LATCF (Local Assistance and Tribal Consistency Fund) in the amount of $317,455.00. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2022-37 to receive the Montana Coal Impact Grant 23-0922 for Phase 2 of the Generator Component for the Roundup Hospital in the amount of $292,000.00.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the Encroachment Permit in Section 32, Township 5 North, Range 25 East on Goulding Creek Road submitted by Julie Connolly. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to appoint Nan Rademacher and Altana Turley to the Musselshell Cemetery Board and accept Mary Cooley’s resignation. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to not have a Commissioner Meeting on Friday November 25, 2022 as most of the Department Heads will not be working. Commissioner Turley seconded the motion.  Motion carried.

Monty Sealey met with the Commissioners to let them know that they are getting closer to having the second PER meeting for Roundup Mesa.  He thinks it will be the second week of December.

All Commissioners did the second run of claims for the Month of November, 2022 on Thursday November, 2022.

Claims for the second run of November = $154,662.45

November 21, 2022 Road Department meeting.

Commissioner Goffena, Commissioner Turley, CFO Kirk, Road and Bridge Supervisor Stockert an Secretary Newman were present.

They are working on opening up roads that have drifted in. Mostly in the North. The cost of plowing out the Airport was discussed. Mr. Stockert has been working with Commissioner Pancratz regarding culvert grants.
