The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.
Pledge of Allegiance.
There was not a Road Department meeting on Monday November 15, 2021 but they sent a report to the Commissioners to be read today.
Road report:
The process to rent a no trill drill from the Lower Musselshell Conservation District to reseed Bull Mountain #1 gravel pit of Fattig Creek Road has been started. A resident wanted to know if the County did an open gravel pit on their property, could there be a trade for weed control instead of money? Weed Coordinator Beck, Road and Bridge Supervisor Stockert and Secretary Kenner discussed it and determined that Ms. Beck does take care of noxious weeds in County gravel pits, they would like it if the land owner does their own spraying so they don’t intermix department funds. Ms. Beck does not spray private lands. The department has been steadily working on Goffena Road and East Parrot Creek Road.
Commissioner Turley made the motion to approve the agenda for the day as is. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to approve the minutes from November 8th and 12th, 2021 as is. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley mentioned that he talked to Kenny Minnie regarding a buy sell agreement with the Belveals.
Commissioner Goffena attended the Unified Health Command meeting via zoom. The crisis is still very real.
Commissioner Goffena also attended the Central Montana Health Board meeting. The new chairman for the district is Don Hajenga from Judith Basin. They all agreed to use Onehealth as their provider. They have hired an Attorney from Billing to represent them. They will be doing a resolution as a committee with all of the changes.
Commissioner Pancratz attended a Fair Board meeting on Tuesday November 16, 2021 regarding the arena and grounds use. County Agent Solf, Secretary Stamp, Nicole Borner, Stan Pisle, Angie Tatman and Sheriff Lesnik were present. They are going to be working on a reasonable and effective action for use. The concerns were, theft, littering, damage and controlled access. They are going to have the Safety Committee go down and inspect for any hazards.
Commissioner Pancratz and Sheriff Lesnik went to the City Council meeting on Tuesday November 16, 2021, but they had moved the meeting to Monday the 15, 2021.
Maintenance Supervisor Jett gave her weekly report to the Commissioners. Trees beside the Ambulance barn are down. Pronto Construction is going to start on the lady’s restroom on Monday November 22, 2021. It should take no more than 3 days. The cameras at the Commons need moved.
Sheriff Lesnik did not meet with the Commissioners.
DES Director/Fire Warden Russell did not meet with the Commissioners due to working with Carbon County mutual aid on the Roscoe fire but a report was sent to Secretary Hagstrom to be given to the Commissioners. The FEMA FMA-16 has been fully closed out. Fish Wildlife and Parks has the draft drawing for the Fishing Access Site. They are waiting for the Sanitarian to sign off on the latrines. There were 2 fires and 1 motor vehicle rollover. There was 1 new address last week. There are 44 active COVID cases in Musselshell as of November 19, 2021.
CFO Kirk, Clerk & Recorder Tomassi and Treasurer Hetrick met with the Commissioners regarding, budgets, grants Resolutions and Journal Vouchers.
County Agent Solf gave her weekly report to the Commissioners. There will be a Master Gardner class in February. Reports for MSU will be worked on in December. Ms. Solf thought the Fair Board meeting last week went very well and they covered a lot of ground.
Ambulance Director Solberg gave his weekly report to the Commissioners. The new ambulance should be in service by Sunday. The TV translator had to be fixed because there was no channel 4.
Mayor Jones met with the Commissioners regarding forming a Montana Department of Transportation (MDT) Committee for any issues or desires for transportation in Musselshell County. The first meeting would probably be after the first of the year and then possibly once a quarter. The Commissioners thought a committee would be a good idea and are on board.
There was no public comment.
Commissioner Pancratz made the motion to sign the Federal Financial Report for the Federal Aviation Administration Airports Division submitted by Interstate Engineering. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the Outlay Report and Request for Reimbursement for Construction Programs submitted by Interstate Engineering. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign the Letter to the FAA regarding the Supplemental Agreement & Supplemental Agreement for AIP 3-30-0066-15-2020 submitted by Interstate Engineering. Commissioner Turley seconded the motion. Motion carried.
There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion. Motion carried.
Commissioner Goffena and Commissioner Turley did the last run of claims on November 18, 2021.
