The meeting was called to order at 8:30 by Commissioner Turley.  Commissioner Pancratz and Commissioner Goffena were present.   County Attorney Krakowka was also present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda for the day.  Commissioner Goffena seconded the motion.

Commissioner Goffena made the motion to approve the minutes from the November 15, 2024 meeting as written. Commissioner Pancratz seconded the motion.

PUBLIC COMMENT on an Assignment of Easement from MDT to Musselshell County for the Proposed Fishing Access at Riverside. No public comment.

PUBLIC COMMENT on Affirmatively Participating in the Montana Community Reinvestment Plan by Identifying and Approving HAB Development Corporation as Musselshell County’s Community Reinvestment Organization.   No public comment.

Commissioner Pancratz made the motion to table signing Resolution 2024-33 for several Budget amendments. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to remove signing the Easement from MDT to Musselshell County for the Proposed Fishing Access at Riverside. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to table signing the AIA Alternative Delivery Contract from High Plains Architects for Wier Building project for design of the structural repair work and new roof, submitted by Theresa Doumitt. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the MOU with the City of Roundup for the Shared Land Use of the Basketball Court at the Central School project. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to vote on NOT meeting on Friday November 29, 2024 due to the holiday and a skeletal crew.  Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Turley went to the proposed Riverside Fishing Access Site with FWP Mike Ruggles on Monday November 18, 2024 to go over the boundaries and where easements are. Raymond Rath was also present. The Commissioners are going to give information to County Attorney Krakowka for a legal opinion.

Commissioner Pancratz and Commissioner Goffena attended the Visionary Committee meeting for the Wier Building on Monday November 18, 2024 at the Commons. Commissioner Goffena said there was good discussions on various topics and ideas on how to utilize the building which will be up to the contractor.

Commissioner Pancratz and Commissioner Goffena did the Election Canvas on Monday November 18, 2024.

Commissioner Pancratz and Commissioner Goffena attended Human Resources training in Lewistown on Wednesday, November 20, 2024. Probation period length was discussed and some other things that will need to go into the policy manual.

County Attorney Krakowka met with the Commissioner to go over County Board structures.

County Agent Cooley gave his weekly report to the Commissioners. Mr. Cooley attended the Eastern Conference Cattle Academy in Miles City this week. Gary Eliasson joined the meeting regarding having a bull sale in December at the fairgrounds.  Mr. Eliasson was given the usage application. There will be a Fair Board meeting Tuesday November 26, 2024 at 5:30.

Sheriff Lesnik gave his weekly report.  The need for a “Parks Person” was discussed. There were 2 interviews for dispatch.

DES Coordinator Rook gave his weekly report to the Commissioners. They will be doing a resolution for the METAP Grant on December 6, 2024. Director Russell and Coordinator Rook took County Attorney Krakowka to the Bair Collins FEMA buyout property to let him see what all was done.

Pam Carter from the Musselshell Housing Authority Board met with the Commissioners regarding the County participating in the Montana Community and to make the HAB Corporation Musselshell County’s Community Reinvestment Organization and to work with Hannah Tester from NeighborWorks.  County Attorney Krakowka wants some research done to clarify the Housing Authority Board for structure of Musselshell County Boards and to re-establish the boards for current laws.

Bill Milton met with the Commissioners to discuss the Legislature and the Signal Peak Mine.  Mr. Milton thinks it is necessary and appropriate for Signal Peak to do an Endowment Plan for the public.

Theresa Doumitt met with the Commissioners to update them on the Wier Building.  The Commissioners need to sign the design contract on Friday December 6, 2024 that was submitted from High Plains Architect so they can get started.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.
