The meeting was called to order at 8:30 by Commissioner Turley, Commissioner Goffena and Commissioner Pancratz were present. The minutes were done by Garilynn Rapp.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda as is. Commissioner Pancratz seconded the motion. Motion carried.

A II business and Resolutions reviewed by the Commission.

 

  1. Commissioner Pancratz made the motion to table the signing of Memorandum of Understanding between Musselshell Board of Commissioners and Golden Valley Board of Commissioners to reallocate expenses and salary contributions for the County Attorney and his office. Commissioner Goffena seconded the motion. Motion carried.

This issue has been tabled for further discussion with Golden Valley Board of Commissioners. 

  1. Commissioner Goffena made the motion to Review and sign Resolution 2023-61 updating County Road Encroachment Permits. Commissioner Pancratz seconded the motion. Motion ca1Tied.
  2. Commissioner Pancratz made the motion to review and sign the Department of

Administration Standard Audit Contract Amendment. Commissioner Goffena seconded the motion. Motion carried.

  1. Commissioner Goffena made the motion to review and sign Resolution 2023-62 to receive a Coal Barad Grant for a new ambulance. Commissioner Goffena seconded the motion. Motion carried.

Board Meetings:

Commissioner Goffena attended the Melstone City Council Meeting on Monday Oct.30th• They discussed the community pool. Musselshell County will be supporting the City of Melstone with funding for the pool.

Commissioners Pancratz and Turley attended the Refuse Board Meeting. They discussed the Budget and yearly fees the community pays for refuse disposal. The county is still waiting for an updated agreement with Republic Services.

Commissioner Pancratz attended the Fire Council Meeting on Thursday November 2nd , they discussed the normal safety coordination of upcoming events. Hawk Creek Fire Department is looking for a new fire chief, their chief stepped down.

Maintenance Supervisor Jett gave her update to the Commissioners the new maintenance shed is waiting for electricity and exterior siding, and it will be complete. They also reviewed departments with biohazard waste to be disposed of at the hospital.

Sherri Flanscha, Dolly Swearingim, Nancy Petersen, Char Witzleen came to discuss the new Thimble location with the commissioners. They discussed possibilities of meeting the needs of the organization without relocating. Commissioner Pancratz suggested a needs assessment for the Thimble to make the best decision of increasing space.

County Agent Solf met with the Commissioners to give her update. She is collaborating with neighboring communities, alongside AG Legacy, to bring guest speakers in to give classes on contracts, operations, and general fanning transition. Agent Solf is working on bringing a pressure canning workshop to Roundup. She also provided the Commission with an Agreement for the County Extension Office for 2023-2024. Fair Dates for 2024 will be July 20-27th.

County Attorney Larsen met with the Commissioners discussing County legal issues.

Sheriff Lesnik gave his weekly report to the Commissioners. Reviewed status of the jail. He currently has higher than average capacity.

DES Coordinator Rook gave the weekly report to the Commissioners. Two new addresses were verified this week. FEMA funds for roads have been approved, FEMA will be making payment to Musselshell County within the next few weeks. Fire Council voted to approve collaboration with Musselshell County Sheriff’s office for drone purchase, on November I st meeting.

Public Comment: Albeit Carlson came in with an agreement to purchase the .48 parcel of land by the dump known as Township 08North, Range 25 East Lot 13.

Theresa Doumit came in to review the completion of the Welcome Center. They have a Wed. Meeting to review the punch list. Commissioners recommended testing the water/sewer at that time.

There being no further business Commissioner Pancratz made the motion to adjourn, Commissioner Goffena seconded the motion. Motion carried.
