The meeting was called to order at 8:30 by Commissioner Pancratz, Commissioner Goffena and Commissioner Turley were present.  Minutes were done by Garilynn Rapp.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda as amended. Commissioner Pancratz seconded. Motion carried.

Commissioner Pancratz made the motion to approve the Minutes from November 1st, 2024.  Commissioner Goffena seconded. Motion carried.

Business:

  1. Commissioner Goffena made the motion to Review and Sign the First Security Bank ACH Origination Agreement submitted by Treasurer Hetrick. Commissioner Pancratz 2nd the motion, motion carried.
  2. Commissioner Pancratz made the motion to Review and Sign a Change Order from Tieszen & Sons, the Temporary Roof contractor, to repair the mid and north roof drains as well as board up 3 broken windows in the building. Commissioner Goffena seconded the motion, motion carried.
  3. Commissioner Goffena made the motion to Table the Proposal from High Plains for the design of the structural repair work. Commissioner Pancratz 2nd the motion, motion carried.
  4. Commissioner Pancratz made the motion Review and Sign the Signature Certification and Designation of Deposit form for the CDBG Program for the Musselshell County Capital Improvement Plan and Growth Policy.
  5. Commissioner Goffena mad the motion to sign the Agreement for the New Transformer @ the Fairgrounds.

Chris and Chris Kirk visited with the Commissioners regarding a possible easement of a private road, County Attorney Ben Krakowka was present, and advised the Kirk’s to seek council, as any disputes of private roads are a civil matter.

County Agent Cooley gave his weekly report to the Commissioners. A resident has asked permission to hold a bull sale at the Fairgrounds on December 21st.  The office will be working on a Newsletter to keep the community informed. The office currently has well water test kits available for residents.

Under Sheriff Bednar gave the weekly Sheriff’s Office report to the Commissioners. The Department had Deputy Barber graduate from the academy, and Communications Officer Tess Martin graduated from the Communications course. Dispatch has new monitors on the schedule to be installed.

DES Director Justin Russell and DES Coordinator Darren Rook gave the DES update to the Commissioners. Montana State DES will pay for environmental studies that FEMA now requires for Swift Current Buyouts. The Community Welfare Protection Meeting was held this week. 3 main projects were identified. Rural Address Service software will be created by an engineer to integrate maps for emergency services and maintained by DES. The Goffena Bridge Project is expected to start next week.

Public Comment: Debbie Willumson called in to speak with the Commissioners regarding disparities she discovered regarding the refuse fee on tax bills. Some people are getting charged and others are not. The Commissioners confirmed land with no livable structure does not have a charge for refuse on their tax bill.

With no Further Business to discuss, Commissioner Pancratz made the Motion to adjourn, Commissioner Goffena seconded the motion, motion carried. The meeting was adjourned at 3:10 PM.
