The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Goffena was present.

Also present were Mike Turley and Bob Pancratz for the day.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda for the day as is. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the minutes from the October 26, 2020 meeting. Commissioner Borner seconded the motion. Motion carried.

There are no minutes for November 2, 2020 due to no quorum. Commissioner Goffena was present for a little while in the morning but did not meet with any departments.

Commissioner Borner wanted it noted that her name stamp was used on the October paychecks with her permission.

Commissioner Goffena attended a Refuse Board meeting, they got a new compactor. Commissioner Goffena also attended a Council on Aging meeting and had their Profit & Loss Statement. They are concerned about the sidewalks outside of the center. They purchased 100 chairs and 10 tables with their Covid reimbursement.

Commissioner Borner had a Mental Health Board meeting and they are going to be interviewing for an Executive Director.

We still need to find someone to repair the Extension Office overhead doors and the storage issue for the courthouse will need to be climate controlled.

Tyler Lindbloom was present in person, Steve Aldinger, Veronica Meyer and John Bach (via zoom) with Interstate Engineering, Jay Steimaser with Knife River, Kelly Gebhardt met with the Commissioners for their weekly report. The entire airport was striped with temporary, non-reflective paint, the site was prepared for seeding, asphalt ramp built into hangar connected to pilot’s lounge reswept, runway ends graded smooth and asphalt piles removed. This week weather permitting; light can evaluations on runway A, possibly pour concrete sign bases, get runway lights operational and get windsock on the west end installed. The next meeting will be November 16, 2020 at 9:00.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. A West District Gravel Site was discussed at Brad Kinsey’s property. BARSSA funds may be used to clean and crush. The Commissioner’s agreed to the site. There was a final inspection on the overlay of Old Divide and Fattig Creek Road 3.8 million-dollar MFLAP Grant that Commissioner Borner found. The road will need to be chip sealed and Commissioner Borner suggested looking to the Coal Board in the future for funding. There is balding being done on Griffith, Big Wall, Goulding Creek, Golf Course, Melstone-Custer, Fisel/Hawk loop, Alec Roy Fattig Creek Hill, C.A Road and Dean Creek.

DES Coordinator Harper and Fire Warden Russel gave their weekly report to the Commissioners. The Bair Collins Project is complete today and looks amazing. There will be 2 Floodplain permits issued this week pending any negative comments. Road sign replacement has begun. The Commissioner agreed to the ArcGIS mapping project.

Judith Day met with the Commissioners regarding the solid waste and refuse district amount on her taxes.

Clerk & Recorder Tomassi met with the Commissioners regarding the COVID-19 reimbursement. We recorded $646,986.00 and received $466,034.00. Ms. Tomassi will contact MACo to see why we didn’t get the full amount. A budget amendment will need to be done.

Treasurer Hetrick met with the Commissioners regarding airport money and the ACH contract. County Agent Solf gave her weekly report to the Commissioners. The Serve Safe Food Managers meeting went well. December 1st there will be a South-Central Ag Forum.

Commissioner Borner was not present for the afternoon but will call in at 3:00 business.

Public Hearing for the Refuse Board Budget Amendment.

Linda Yount and April Gifford from the Department of Revenue were present.

Commissioner Goffena made the motion to review and sign the Certification of Match for Area II Agency on Aging for FY 2021 at the FY level of $15, 273.00. Commissioner Borner seconded the motion. Motion carried.
