The meting was called to order at 8:30 by Commissioner Goffena. Commissioner Pancratz and Clerk and Recorder Tomassi were present. Commissioner Turley was absent from the morning meeting.

Pledge of Allegiance

Commissioner Pancratz made the motion to approve the agenda as is. Commissioner Goffena second the motion. Motion carried.

Commissioner Pancratz made the motion to approve the minutes from the October 8th meeting as written. Commissioner Goffena second the motion. Motion carried.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett received the “No Smoking” signs and will be installing them at the County Complex. The window at the Commons was installed this past week by Leske Construction. The concrete repairs at the Courthouse won’t be completed until next year. The maintenance crew has replaced the motion light on the back of the Courthouse. Ms. Jett discussed the liability and possible demolition of the breezeway at the Commons. Commissioner Goffena will call Wendy Bye and discuss the breezeway with her.

Sheriff Lesnik gave his weekly report to the Commissioners. Sheriff Lesnik met with the County Attorney to discuss the pending fire case and what the requirements are for getting Fire Warden Russell recognized as a certified Fire Investigator Expert. Sheriff Lesnik reported that the hydraulic lift is up and the Sheriff office will by ADA assessable by next week. Sheriff Lesnik discussed an HR issue with the Commissioners.

DES Director/ Fire Warden Russell & Coordinator Rook gave their weekly report to the Commissioners. The Commissioners discussed with Mr. Russell the possibility of him getting certified to become a fire investigator expert criminal witness. Mr. Russell requested an extra $20,000 from the ARPA grant for a couple more radios. There were two human made fire violations submitted last week. The Stage 1 fire restrictions will be rescinded at today’s 3:00 business. Ms. Russell discussed the new numbering system that will be put into place for all vehicles and equipment that will be used during fires.  There have been two new addresses assigned last week and Mr. Russell has been working on completing new county maps. Mr. Russell discussed the current Covid cases statewide and countywide. The Roundup Nursing Home is currently on lockdown due to Covid breakout between patients and staff. Mr. Russell requested a credit card for DES.

Treasurer Hetrick meet with the Commissioners and handed them her quarterly report for review.

Department Head meeting was held at noon at the Commons. Present were Commissioner Goffena, Commissioner Pancratz, CFO Kirk, County Attorney Peterson, Clerk and Recorder Tomassi, Treasurer Hetrick, Clerk of Court Halverson, Sheriff Lesnik, Ambulance Director Solberg, DES Director/Fire Warden Russell, Coordinator Rook, Maintenance Supervisor Jett and MSU Extension Solf. Road Supervisor Stockert’s department report was read out loud by Commissioner Goffena. Not present at Department Head meeting were Commissioner Turley, Justice of the Peace Marking and Weed Coordinator Beck.

Commissioner Turley attended the afternoon Commissioner meetings.

Ambulance Director Solberg gave his weekly report to the Commissioners.

Public comment on any public matter within the jurisdiction of the Commission not on the agenda was open.

Monty Sealy and Mike Eustice were present for public comment.

Refuse worker Mike Eustice met with Commissioners to discuss concerns that he has regarding the weekend clean up in Melstone.

Monty Sealey with the Central Montana Regional Water Authority met with the Commissioners to update them on the status of the water pipeline project.

Being no other public comment, the 3:00 business was opened by Commissioner Goffena.

Commissioner Pancratz made the motion to sign Resolution 2021-39 to receive the 2018 Davis Abandoned Coal Mine Site from the DEQ/Department of Natural Resources and Conservation, DNRC Grant number RITP-18-0139. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to discuss the replacement appraised values form key Insurance proposed Option 1 values for insuring the county properties and contents. Commissioner Pancratz seconded the motion to discuss. Commissioner Pancratz sent an email to Cody Samuelson at Key Insurance regarding the list of county properties. Mr. Pancratz will be following up with Mr. Samuelson regarding the list of properties.

Commissioner Pancratz made the motion to approve Resolution 2021-41 rescinding Stage 1 Fire Restrictions. Commissioner Turley seconded the motion. Motion carried.

Being no other business, Commissioner Pancratz made the motion to adjourn the 3:00 business meeting. Commissioner Turley seconded the motion. Motion carried.
