October 18 2024 Minutes

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda for the day. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to approve the October 11, 2024 minutes as written. Commissioner Pancratz seconded the motion.  Motion carried.

Public Comment:

Theresa Doumit and County Attorney Krakowka were present.

No Public comment.

Commissioner Goffena made the motion to sign Musselshell County Coal Board Grant Application for the Wier Building Project for the December 12, 2024 Coal Board meeting. (if the County receives the “Main Street” grant the totals may change for the Coal Board Grant) Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the Brownfields Funding Assistance application for the Wier Building project for costs associated with hazardous material clean-up. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the authorization of Michael Turley, Commission Chair, to sign all the documents associated with this application and with the loan/subgrant process for the Brownsfield application. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the JARES Fence Co. Inc. Temporary Fence Agreement for the Wier Building. Commissioner Turley seconded the motion.  Motion carried.

Theresa Doumitt gave an update on the Wier building repair. Randy from High Plains Architect and his team are going to start a design plan, and they don’t think there will be any problem with Shippo standards.  Ms. Doumitt is hoping they can go out for bids late winter with construction starting in the spring.

County Agent Cooley gave his weekly report to the Commissioners.  They have been working on the Contract with Golden Valley for the Extension Agent position.  And would like to see the old contracts. The Fair Board needs to be contacted, and a Board meeting set up. The County will be scheduling any event at the Fairgrounds except anything with 4H.

Sheriff Lesnik gave his weekly report to the Commissioners. Mental Health and inmates need to be addressed.  The Commissioners suggested contacting the Community Health Worker Berg and Catalyst for Change for possible information on the subject. The tazers have reached the end of their life and it will be $10,000.00 to replace them.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. With all the moisture, open burning is open. They are working on refining the County maps. There were 3 new addresses this week. The Commissioners agreed to $25,000.00 of either the C.A.R.E.S. Act or ARPA money for dirt work on the new building for the Melstone VFD. Director Russell was nominated to be on the Advisory Committee for the Emergency Management Planning Grants.  Congratulations Justin!!!

Treasurer Hetrick gave the Commissioners the September Reconciliation Report.

They have found an office for Community Healthcare Worker Berg at the chiropractor’s office.

CFO Kirk met with the Commissioners to go over budget amendments.

Raymond Raths came in to discuss easements to the proposed fishing access at Riverside. There are easements that were given to residents by Fergus Electric so there shouldn’t be a problem.

There was no public comment, but a “DW” was on via TEAMS but wouldn’t speak. ( It was later determined that there was a problem with the connection to TEAMS and DW did not have access to communicate with the Commissioners)

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion.  Motion carried.

 

Monday October 21, 2024 Road Department minutes

All Commissioners, Road and Bridge Secretary Newman were present.

Hawk Creek project started October 21, 2024 and hope to get as much done before winter. The crew has been working on cleaning the cattleguards before the project started. Trying to finish up the mowing before winter also. No updates on the Goffena bridge. They are still waiting to hear the start date for the Delphia bridge.  Questions about coal gross proceeds. County shop sidewalk has been finished. No applications have been received for the mechanic position.  This position is crucial for the Road Department, and we encourage interested individuals to apply.
