The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda as is. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to approve the minutes from the October 14, 2022 meeting as written. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley has spoken to a trucking firm in Helena that should be able to bring the rest of the latrine from Libby.

Commissioner Turley also talked to Mimi Wolok with FWP and Attorney Susan Swimley regarding the next steps on the Riverside Fishing Access.

Commissioner Pancratz attended a Zoom meeting with Snowy Mountain Development and Regional Port Authority.  They are working on a movement to the State to obtain funding resources. The State seems to always move to the bigger cities with the funds.  How do the smaller communities compete? They need a representative in the Legislature in Helena to speak on funding for the rural communities for economic development. They are also looking into hiring a grant writer.  Commissioner Pancratz also reported that they are moving forward with the Minimum Allocation Grant for the Fairgrounds. There are some questions regarding the estimate for the scope of work received from Stahly Engineering.

Commissioner Goffena and Commissioner Pancratz met with Matt Rosendale when he was in town.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. The water lines were blown out and the lawn around the monument was mowed. They have requested more room at the Golden Thimble. They could extend the building or talk to the School Board about using the Panther Den again.   Ms. Jett met with John from Morrison & Maierle and he suggested they get another router at the Commons; the concrete walls are blocking the access.

Payroll Clerk Schultz met with the Commissioners to discus the upcoming County Attorneys Salary.

Sheriff Lesnik gave his weekly report to the Commissioners.  Mr. Lesnik would like to talk to the School Boards regarding a Special Service Officer.  The department received breaching tools.

DES Coordinator Rook gave his weekly report to the Commissioners. Director Russell is on vacation. There was a call from the Department of Justice regarding the Security Film Grant Match; they are waiving the match. The ARPA forms have been signed and submitted. They had a DES meeting in Miles City to meet the new DFO Ann Miller.  They may be a grant to get Melstone and Bull Mountain VFD new buildings.   There are 8 active COVID cases in Musselshell County.

Ambulance Director Solberg gave his weekly report to the Commissioners.  Mr. Solberg will be meeting with VEKADA regarding security panic buttons. The EMT’s had their 2-year refresher course.

There was no public comment.

Commissioner Pancratz made the motion to sign Resolution 2022-31to Receive the Emergency Management Performance Grant (EMPG).  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign Resolution 2022-32 to Receive the Local Assistance and Tribal Consistency Fund (LATCF) Grant. Commissioner Pancratz seconded the motion.  Motion carried.

There being no further business, Commissioner Pancratz made the motion to adjourn.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Goffena and Commissioner Turley did the second run of claims for the mothing on October 20, 2022.
