October 22, 2021
The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.
Pledge of Allegiance.
Commissioner Turley made the motion to approve the agenda as is. Commissioner Pancratz seconded the motion.
Commissioner Pancratz made the motion to approve the October 15, 2021 minutes. Commissioner Turley seconded the motion. Motion carried.
Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett will be turning on the heat next Monday October 25, 2021. There needs to be a “DO NOT BLOCK EXIT” sign at the Golden Thimble.
County Agent Solf was not able to attend todays meeting but sent a report that Secretary Hagstrom read to the Commissioners. Ms. Solf is working with Weed Coordinator Beck on planning phases of a small acreage/landowner workshop series for this winter. With the increase of small landowners, they feel that it could give important information on weed identification and control, appropriate land stewardship practices to hopefully avoid any negative long-term effects. There is a Fair Board meeting Tuesday October 26, 2021 at 5:30. Water is shut off for the season at the fairgrounds. There will be a South-Central Ag Forum event happening soon. Master Gardener Level 1 will be added to the calendar in Golden Valley County this winter.
Commissioner Goffena attended a Watershed Coalition meeting, a Snowy Mountain Development meeting and a Council on Aging meeting.
Commissioner Pancratz attended a Roundup Community Partners meeting and a Snowy Mountain Development meeting.
Commissioner Goffena and Commissioner Pancratz met with the Golden Valley Commissioners regarding the County Attorney salary and will discuss it more for the next year’s budget.
Commissioner Goffena had a call from Wheatland County Commissioner Jeff Sell inviting Musselshell County to a meeting on November 4, 2021 with One Health.
Airport Board members Kelly Gebhardt, Henry Bedford and Ron Macadon met with the Commissioners to discuss improvements they would like to work on at the airport. They would like to add a bigger hanger now that the pavement is fixed. They are going to contact Northwest Energy again for an estimate for getting electric hooked up in the hangers. They would like to use the millings from the pavement rehabilitation to fix the road. Going out for bids for a different engineering firm was discussed. There was a question about taxes on a hanger. The Commissioners suggested talking to the Department of Revenue about it.
Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik would like to schedule a meeting with the hospital regarding the fees charged to the County for inmates.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. Mr. Russell is going to talk to Sheriff Lesnik and Ambulance Director Solberg about some Homeland Security Grant opportunities. Modified open burning is open for barrels or pits and may be shut down by the middle of next week again. There was 1 address application last week. They are still working on updating the County Road map.
Theresa Doumitt met with the Commissioners to have them sign Draw Down #6 for the Hospital DLA Grant. Ms. Doumitt told the Commissioners that the Roundup Community Partners are moving forward with their bench program and would like to put one on the north end of the courthouse yard. All Commissioners agreed.
Ambulance Director Solberg gave his weekly report to the Commissioners. They are going to be purchasing a new ambulance. The budget was discussed.
Angie Tatman visited the Commissioners about the event insurance at the fairgrounds. The Commissioners will contact Key Insurance and MACo to find more information.
Public Comment: Robert Wayman was present.
Robert Wayman regarding the Musselshell dump. Mr. Wayman suggested putting up a sign with the rules of the dump and possibly putting the rules and a number to call for assistance on the website.
Item # 2 to Review and sign the Non- Exclusive Access Easement Agreement between Fergus Electric Cooperative, Inc. and Musselshell County for an Easement in Section 22, Township 8 North, Range 25 East was tabled until next week.
Item #3 to Review and sign the Addendum to Riverside FAS Cooperative Agreement between Montana Department of Fish, Wildlife and Parks and Musselshell County was tabled until next week.
Commissioner Pancratz made the motion to review and sign Amended Resolution 2021-39 for a Budget Amendment for the 2018 Davis Abandoned Coal Mine RITP 18-0139 which the County received in 2018 for the amount of 33,184.13 to be paid to the Department of Natural Resources and Conservation. Commissioner Turley seconded the motion. Motion carried.
There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion. Motion carried.
Commissioner Goffena and Commissioner Turley did claims on Thursday October 21, 2021 in the amount of $291,571.23
There was not a Road Department meeting on Monday October 18, 2021.
