October 25, 2021 Road Department Meeting.

Commissioner Goffena, Commissioner Turley and Road Secretary Kenner were present.

Ms. Kenner gave the Commissioners the MDT preliminary estimate for the replacement of the Goffena Bridge. $4,239,861.54. Roads graded: Dean Crk, #4, E. Parrot Crk, Colony, Golf Course, N. Delphia, Hawk Crk, Alec Roy, Harvey, Autumn, Goulding Crk hill, then to Daily, Allen. Mowing: North is done, most of south is done. Culvert was repaired on Hawk Crk. This week Farrel Street Bridge will probably be closed, the detour is in place.  Tentative completion date is the beginning of January. Tuesday they will be doing a CPR refresher course. Wednesday they will be checking on a new gravel site of Dean Creek.

October 29, 2021 Commissioner Meeting

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda as is. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve the October 22, 2021 minutes as written. Commissioner Pancratz seconded the motion.  Motion carried.

It was brought to the Commissioners attention that the front steps of the Courthouse do not look as good as they looked before they were sealed. We are waiting to hear from the company about what can be done.

Commissioner Turley had a Refuse Board meeting on Tuesday October 26, 2021 and all went well. Terry Frost has volunteered to be the Supervisor for the Musselshell Site.

Commissioner Goffena attended a Unified Health Command meeting via Zoom on Thursday October 28, 2021. The Hospital is getting desperate for some help.

The Fair Board meeting was cancelled due to lack of a quorum.

Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik would like to talk to the Hospital Association Board regarding the medical bills the Sheriff’s Office gets. COVID was discussed.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. Burning was closed on the 2 windy days of this week and is currently open. There is a Fire Council meeting November 4, 2021.  There were 2 address application received. They are going to send a letter to the Governor protesting the denial of National Guard assistance at the Hospital.

County Agent Solf gave her weekly report to the Commissioners. The Fair Board meeting will be rescheduled. Ms. Solf received notification that the Huntley Project Rodeo Club Youth & High School Rodeo would like to have the rodeo at the fairgrounds again. Ms. Solf later returned for signatures on salary forms.

John Pfister and Bryan Adolph with the Hospital Association Board met with the Commissioners to discuss how the hospital is doing with the COVID Crisis and past and future business with the County. The County will respond to the Hospital Associations letter received today.  Sheriff Lesnik joined the meeting. Sheriff Lesnik will gather his information to bring before the Board regarding his inmate bills and a possible negotiated rate for certain inmate visits.

Mimi Wolok with Fish, Wildlife and Parks called in to clarify a sentence in the Fishing Access Site Agreement that is on the 3:00 business regarding the County not having to build a road to the site because a road already exists.

CFO Kirk met with the Commissioner to discuss some grants, journal vouchers that will need done and resolutions for new grants.

Public Hearing for the Environmental Assessment of the Number Four Road and Old Divide

Road Chip Seal Project.

No public was present.

There was no public comment.

Item #5 regarding signing the Supplemental Agreement #1 and Letter regarding AIP 3-30-0066-015-2020 for the Roundup Airport submitted by Interstate Engineering was tabled by Commissioner Turley until the heard from Airport Manager Gebhardt. Commissioner Pancratz seconded the motion.

Commissioner Pancratz made the motion to review and sign the Non- Exclusive Access Easement Agreement between Fergus Electric Cooperative, Inc. and Musselshell County for an Easement in Section 22, Township 8 North, Range 25 East. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to review and sign the Addendum to Riverside FAS Cooperative Agreement between Montana Department of Fish, Wildlife and Parks and Musselshell County. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to review and sign Resolution 2021-40 Determining that a Statutory Exclusion is Appropriate for Number Four Road and Old Divide Road Chip Seal Project. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to review and sign the Uniform Environmental Check List provided by Stahly Engineering for the Number Four Road and Old Divide Road Chip Seal Project. Commissioner Turley seconded the motion.  Motion carried.

There being no further business Commissioner Turley made the motion to adjourn. Commissioner Pancratz seconded the motion.  Motion carried.
