The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Goffena was present.

Mike Turley was present for the day to observe.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda as is. Commissioner Borner seconded the motion. Motion carried.

A Conoco Lease was discussed.

Commissioner Borner attended a Snowy Mountain Development Corporation in Lewistown on Wednesday October 21, 2020. SMDC has been designated as an “Envision Center”.   This is Federally recognized and focuses on education, economic empowerment, health & wellbeing and leadership and helps to get more dollars for funding.

Friday October 23, 2020 Commissioner Borner had a Mental Health meeting and they adopted the 2021 FY Budget.

Commissioner Goffena attended 10 interviews for the Sheriff Department.

Tyler Lindbloom, Steve Aldinger (via zoom) and John Bach (via zoom) from Interstate Engineering Jay Steinmaser from Knife River and Kelly Gebhardt met with the Commissioners. Billings Electric pulled wire through previously installed conduit along the perimeter of alternate 5 -taxiway A east extension. Everything is weather dependent now. Patching and grinding on hold until next year.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. There will be “snow day” meeting with Melstone and Lavina for bus stop locations. They are hoping to trade in the 2016 CAT grader. Ms. Kenner had a printout of the cost to improve Eagle Rock Road after a resident called regarding the amount of people that are moving there and the improvements needed. The amount is $100,530.00, that is without culverts and cattle guards. Things done: lots of maintenance, vehicles to Billings for repairs, finishing touches on cattle guards, removed snow and sanded where needed.

Sheriff Lesnik gave his weekly report to the Commissioners. There has only been 1 bid for a Conex box. They would like to hire another deputy.

DES Coordinator Harper and Fire Warden Russell gave their weekly report to the Commissioners. The additional information requested by the State for the FEMA buyout projects was sent on October 23, 2020. The Floodplain legal notices are out for public comment and letters have gone out to adjacent landowners. Burning is open. The City is looking into establishing burn permits within City limits.

Treasurer Hetrick met with the Commissioners and gave them the Quarterly Reports ending September 30, 2020 for record. They are going to have BDS start doing the tax bills.

There was no public comment.

Commissioner Goffena made the motion to review and sign the Coal Board Request for Funds for MT-CB-CG-19-0865 in the amount of $8,993.50 submitted by Stahly Engineering for the Farrell Street Bridge Project. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to review and sign Work Order #4A (supplement to Work Order #4) in the amount of $2,500.00 for the East District Gravel Pit submitted by WWC. Commissioner Borner seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.
