October 27, 2023 Minutes
The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.
Pledge of Allegiance.
Commissioner Goffena made the motion to approve the agenda for the day after adding the Conference call at 1:00 with CFO Kirk and MACo. Commissioner Pancratz seconded the motion. Motion carried
Commissioner Pancratz made the motion to approve the minutes from the October 20, 2023 meeting as written. Commissioner Goffena seconded the motion. Motion carried.
There was No Public Comment.
Commissioner Pancratz made the motion to table the MOU with Golden Valley for the salary of County Attorney Larsen until they get us the correct figures. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena made the motion to sign Resolution 2023-59 to receive the signal Peak Foundation Grant for First Responders Trauma Kits. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign Resolution 2023-60 to receive a Signal Peak Foundation Grant for Bleeding Control Kits. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Goffena attended a Youth Cares meeting. They are still trying to get it all set up and have big hopes to do more to help the community. Mental health is a big issue.
The Central Montana Health Board meeting was cancelled and is rescheduled for November 14, 2023 at the Commons.
The new telephone systems should be going in soon. Departments were shown the choices of devises they had to choose from. There are hard set telephones, head sets or ear pieces.
Maintenance Supervisor Jett gave her weekly report to the Commissioners. They have been working on snow removal. There were problems with the tractor that she had to get fixed.
Rod Ostermiller from the Mental Health Center visited with the Commissioners. They are applying for a Federal Grant to be able to be designated as a Community Mental Health Center and help address mental health. They are rebranding the organization and will have a new name and colors.
County Attorney Larsen and Judge Spaulding met with the Commissioners to discuss the school mill issue.
Sheriff Lesnik gave his weekly report to the Commissioners. They hired a new Detention Officer that will start Monday October 30, 0223. They are moving forward with the drone.
DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. There was a search and rescue done Wednesday October25, 2023. All ended well. Would have been much easier with the drone. There was 1 new address this week. New signs will be going up once the weather clears. The State DES meeting was cancelled due to the weather.
There was a conference call with the CFO Kirk, Treasurer Hetrick, the auditor and MACo.
There was no public comment for the updated Road Encroachment Permits.
There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Turley and Commissioner Goffena did claims Thursday October 26, 2023. Claims = $59,872.39
Monday October 30, 2023 Road Department meeting
Commissioner Turley, Commissioner Goffena, Road and Bridge Supervisor Stockert and Secretary Newman were present.
The need to do some research with MACo and possibly the auditor regarding trading or auctioning off the old backhoe. The gravel being used for Hawk Creek needs to be mixed better so they may have to wait until spring to finish the project. They hired a new employee and there is an interview for another today at 9:30. The new encroachment permit was discussed. They will be charging $25.00 for a private encroachment and $50.00 for utility or commercial.

Weed Coordinator Beck met with the Commissioners regarding funding for the salt cedar project.
