The meeting was called to order by Commissioner Borner. Commissioner Goffena was present.

Mike Turley was present for the day.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda as is. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the September 8. 2020 minutes as is. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena did not have any board meetings last week.

Commissioner Borner has calls into Stone Construction regarding gutters at the fairgrounds but has not gotten an answer.

The Commissioners have changed the size of the storage building from 30 x 40 to 24 x 32.

Commissioner Borner attended the Roundup Hospital Association Board meeting. They are getting a DLA (delivering local assistance) grant to go from coal heating to propane. Financials were discussed. Friday September 18, 2020 there will be a MACo Town Hall Meeting for the COVID-19 reimbursement.

John Bach (present) Steve Aldinger(zoom) Veronica Meyer(zoom) from Interstate Engineering, Aaron Task (zoom) from Braun Intertec and Steve Studder (present) from Knife River met with the Commissioners with an update on the Airport pavement rehabilitation. This week they are paving of first leveling course of asphalt on runway. Crews will continue to clean up along the edges and grade fill material. Central Electric will continue the installation of light cans and conduit along taxiway A. Mr. Aldinger reminded the crew to put the “closing crosses” out.

Kelly Gebhardt came in and the Commissioners gave him an update on the airport meeting.

Road & Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. There are deficiencies for the East District Opencut application. They have corrected the ones in the permit application but the maps will have to be redone. Today they are blading on Mosby, Hawk, Pole Crk & Timber Butte, the Mine hill on Fattig Crk., mowing to continue in the Northern District starting with Snowy Mountain.

Treasurer Hetrick gave the Commissioners the August Cash Report and talked about fund numbers for the Hospital DLA Grant.

Mike Ruggles, Harold Guse, Dustin Ramole with Fish Wildlife and Parks met with the Commissioners. Mimi Wolok was present via Zoom. Road & Bridge Supervisor Stockert was also present. They had a new draft of the proposed Riverside Fishing Access for review and the Fishing Access Site 2019/2020 Biennial Rule. The next meeting is scheduled for December 7, 2020 and they hope to start on the project in the fall of 2021. The Commissioners and all present went to visit the proposed site.

DES Coordinator Harper gave his weekly report to the Commissioners. The Management Team for the Bobcat Fire has been demobilized. Local control has been turned over to Fire Warden/Inspector Russell. The fire is 95% contained at this time. 14 primary structures and 34 secondary structures were lost. Red Cross has also demobilized but people can call the 800 number or DES for assistance. 2 address applications were received last week.

There was no 3:00 business.

Theresa Doumitt met with the Commissioners for a signature for the DLA Grant first draw down order for funding for the design of the boiler for conversion to propane in the amount of $105,473.00.

Commissioner Goffena made the motion to appoint Treasure Hetrick, Justice of the Peace Marking and County Attorney Peterson to the 2020 General Election Canvas Board.
