September 13, 2021 Road Department Minutes

Commissioner Goffena, Commissioner Turley and Road Secretary Kenner were present.

The State is requesting more information for the new equipment building so they are going to ask Stahly Engineering to draw up new plans. There was a petition received to make Cottonwood Road a County Road. They are going to go out for bids on the 2010 Volvo. Things done:  motor grader taken to Billings for brake repairs, picked up rental mower from MVE in hopes of rain, cleaned cattle guards on East Parrot, reset cattle guard on Ragged Point and mowing on Hougardy, Johnson and then shut down Stage 2 Fire Restrictions.  Signal Peak will be mining under Fattig Creek Road sometime in October. Signal Peak paid for all of the chemical they put down on Fattig Creek. The Road Department sent a letter of thanks.

September 17, 2021

The meeting was called to order at 8:30 by Commissioner Goffena.  Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after adding moving the County Agent meeting to 10:00. Commissioner Turley seconded the motion as amended.

Commissioner Turley made the motion to approve the minutes as amended for clarification. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Goffena and Commissioner Turley attended the Safety meeting on Thursday September 16, 2021. Commissioner Turley said the committee really takes safety seriously. They will be getting a worksheet to the Department Heads regarding Workers Compensations.

The Road report was read: They replaced the rotten floor in the County shop bathroom. There was a lot more mining done at the East Site. The main loader is broken, they are working on a replacement.  They have been having issues with the water tank installation.  Roads bladed: Lake Mason, Golf Course, Pole Creek, Timber Buttes, Alec Roy, Ragged Point, Fishel Creek and 4 Mile.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. The company that is in the other side of the building from the Commons is wanting to steal power.  Ms. Jett told them they are going to have to get their own power turned on.

County Agent Solf gave her weekly report to the Commissioners. Ms. Solf reminded the Commissioner of the Reimagining Rural workshop on September 27, 2021 and Cattle Draught on October 14, 2021.  The Commissioners are going to go look at some trees at the campground and fairgrounds.  Ms. Solf has an arborist coming to cut down the most dangerous ones. Ms. Solf will be attending a “Real Color” training in Great Falls and will be in Bozeman next week. There are no more events at the fairgrounds for the year.

Sheriff Lesnik gave his weekly report to the Commissioners. There is an issue with the rotation of wrecker services for Musselshell County and Mr. Lesnik will be meeting with all involved.

DES Director Russell and DES Coordinator Rook gave their weekly report to the Commissioners. They will be putting FEMA buyout land leasing requests on the agenda for discussion next week.  Mr. Russell expects to stay in Stage 2 Fire Restrictions until October 1, 2021.  Staff Stations will be ending on September 18, 2021. The Rural Addressing (RAS) position is still open. They will be purchasing a Telespar Sign Support System for RAS. As of 9/17/21 there are 29 active COVID cases in Musselshell County.

There was a request to the Commissioners from the Musselshell Central Republican Party to have fireworks at the Saturday September, 18, 2021 dinner. At the recommendation of Fire Warden Russell based on the data available, the Commissioner denied the request.

Ambulance Director Solberg gave his weekly report to the Commissioners. Mr. Solberg will be meeting with the phone companies next week for bids on a new phone system for the County.

Public Comment:

Daniel Gomez, Doug and June Krebs were present and wanted to know if there was any word on the investigation of the Bobcat Fire.  They were very frustrated that they had not been contacted and had heard many rumors that the Sheriffs Office knew who did it but were doing nothing. Sheriff Lesnik joined the meeting after a call from the Commissioners and told them that they do know that it was “manmade not natural fire” but they do not have any suspects at this time. It is an ongoing investigation.

Commissioner Pancratz made the motion to approve completing the water project for Musselshell Community Water & Sewer in the amount of $12,300.00. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the Motor Vehicle Purchase Order submitted by Road and Bridge Supervisor Stockert for a 2013 Freightliner Coronado, DD15. $69,500.00.  Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2021-37 for the Emergency Management Performance Grant (EMPG) Reverted Funds Special Project in the amount of $56,000.00. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the request for payment from the Coal Board for grant MT-CB-EP-21-0900, concrete floor and gutters for Hawk Creek VFD Barn for $31,994.11. COMMISSIONER PANCRATZ seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign the request for payment from the Coal Board for grant MT-CB-EP-19-0874, providing heat and insulation for the Hawk Creek VFD new building in the amount of $15,848.00.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Goffena and Commissioner Turley did the second run of claims on Thursday September 16, 2021.

There being no further business Commissioner Turley made the motion to adjourn. Commissioner Pancratz seconded the motion.  Motion carried.
