The meeting was opened at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present. Secretary Hagstrom was at Election training. Minutes were taken by Clerk Laneva Brainard.
Pledge of Allegiance.
The agenda for the day was approved after adding Resolution 2021-38, going from Stage 2 Fire Restriction to Stage 1. Rescinding Resolution 2021-22 and moving to Resolution 2021-19, setting Stage 1.
The minutes from the September 13, 2021 Road Department meeting and the September 17, 2021 minutes were approved as is.
We are going to be getting bids for storage in the Courtroom.
The Commissioners are going to contact Fish Wildlife and Parks about the easement to the purposed fishing access site.
There needs to be a meeting regarding the property insurance form. Commissioner Pancratz will contact Cody Samuelson from Key Insurance.
Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik is going to have knee surgery. The Zerker software is doing well.
County Attorney Peterson met with the Commissioners regarding the summary on the Carson property and Half-Breed Creek water-right.
DES Director/Fire Warden Russel and Coordinator Rook gave their weekly report to the Commissioners. Mr. Russell recommended going to Stage 1 Fire Restrictions. The portable radios arrived 5 months ahead of schedule. They will be set up after the Fire Council meeting. Commissioner Goffena signed a sales order form for a Ford Emergency Vehicle package.
County Agent Solf gave her weekly report to the Commissioners. Trees will be trimmed at the fairgrounds. There were 2 claims for the porta-potties at the ball field. There will be a Fair Board meeting on October 26, 2021.
Justice of the Peace Marking met with the Commissioner. Mr. Marking is needing to assign jail time in his court but there isn’t room in the jail. It is really becoming an issue. The 4th of July videos are needing to be expanded and Mr. marking will report back to the Commissioners.
Chief Financial Officer Kirk met with the Commissioners to discuss account receivables and Covid funds. Ms. Kirk need a copy of the agreement between Musselshell County and Golden Valley
Treasurer Hetrick met with the Commissioners in regards to HB 127. It was not approved this session of the legislature but is expected to return. The Department of justice did not budget for toner and paper, so the Treasurer’s office has been informed that they will need to pay for the cost out of their budget.
Airport Manager Kelly Gebhardt met with the Commissioners to discuss their engineering firm. The 40 acres that was seeded from the pavement project is going to need reseeded and Mr. Gebhardt thinks Interstate Engineering should pay to re-seed.
There was no public comment.
Commissioner Turley made the motion to deny the Petition to make Cottonwood Road a County Road. Commissioner Pancratz abstained from voting. Commissioner Goffena seconded the motion. Motion carried.
Commissioner Pancratz made the motion to sign Resolution 2021-38 rescinding Resolution 2021-22 and going back to Resolution 2021-19 Stage 1 Fire Restrictions. Commissioner Turley seconded the motion. Motion carried.
Commissioner Turley made the motion to approve the Airport Capital Improvement Plan. Commissioner Pancratz seconded the motion. Motion carried.
Commissioner Turley made the motion to sign the Zoning Compliance Form submitted by C. Brewer, Inc. in Section 17, T8N, R26E. Commissioner Pancratz seconded the motion. Motion carried.
There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion. Motion carried.
