Commissioner December 23, 2022 Minutes 

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Pancratz and Clerk & Recorder Tomassi were present. Commissioner Turley did not attend today’s meetings.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve today’s agenda. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Pancratz made the motion to approve the December 16, 2022 minutes as is. Commissioner Goffena seconded the motion. Motion carried.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett reported that the County Agent’s building is having problems heating the entire building.

Justice of the Peace Marking met with Commissioners to request a pay raise for himself effective immediately.  Commissioner Turley and County Attorney Larsen attending the meeting by phone.  The Commissioners denied the request and told Mr. Marking that there can not be any raises until after the new fiscal year and after the Elected Official Salary Compensation Board meets.

DES Director/Fire Warden Russell, DES Coordinator Rook and Rural Addressing Assistance Gomez gave their weekly report to the Commissioners. There will be a Fire Council meeting on January 5th at 7:00 p.m. at the DES office. One new address was assigned this week and several toppers were installed. DES Coordinator Rook is currently working on updating the County Resource List. DES Director Russell discussed the grant that was received for replacing culverts along with pursuing a possible grant for a snowmobile or artic cat.

Ambulance Director Solberg gave his weekly report to the Commissioners. The panic buttons have arrived and need to be tested. The Commissioners discussed where to place TVs in their office for future zoom meetings.  Mr. Solberg discussed that he is having trouble getting spare parts for the radio console that was hit by lighting. Director Solberg will be talking to MACO insurance regarding insurance money to replace it for a new updated one. Mr. Solberg had questions regarding Coal Gross proceeds.

Treasurer Hetrick attended the meeting and discussed how Coal Gross proceeds are broken down for each department including the Ambulance Department. Director Solberg discussed getting a Coal Board Grant so they can add another bay onto the Ambulance barn. There is a problem with one of the ambulances and Mr. Solberg will be looking into getting a new ambulance.

Commissioner Goffena opened the 2:30 public meeting regarding budget amendments for appropriations. There were no public comments.

Commissioner Goffena opened the 3:00 business meeting. There were no public comments.

Commissioner Goffena made the motion to approve and sign the Musselshell County/Tribe-Hazard Mitigation Grant Program (HMGP) funding commitment letters. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to approve and sign Certificate of Survey 2022-22 RB in the SW4 & NW4 of Section 21, T-8-N, R-26-E, submitted by William D. Richard. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Pancratz made the motion to table the Encroachment Permit for an approach in Section 3, T-6-N, R-27-E, submitted by Signal Peak Energy until further review. Commissioner Goffena seconded the motion to table. Motion to table carried.

There being no further business, Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.
