The meeting was called to order at 9:00 by Commissioner Borner. Commissioner Berry and Commissioner Carlson were not present.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. The leaking in the Courtroom and Judges Spaulding’s chambers was discussed and is being addressed. They are waiting on a bid from Servpro regarding the Extension off interior. And Ms. Jett is going to get bids for windows and door at the County Complex.

Kathie Bailey with Snowy Mountain Development Corporation called in to discuss everything that is needed for the Road Department to get a Coal Board grant for a pole barn for the department equipment to be kept out of the elements.

Sheriff Lesnik gave his weekly report to the Commissioners. A potential Interlocal Agreement with Petroleum County regarding housing inmates. Budgets were discussed.

DES Coordinator Fisher gave his weekly report to the Commissioners. Flood Plain Permits and letters have been sent out. Commissioner Borner is going to check with MACo about a land use agreement. New burn permit training is noon July 23, 2019 at the ambulance barn. Mr. Fisher will be purchasing 2 new monitors to be used for the permits.

Treasurer Hetrick gave her weekly report to the Commissioners. Glenn Campbell was also present in regards to buying a property in Melstone that was taken on tax deed. Commissioner Borner said she will check on how it is done by Montana law and get back to him.

Commissioner Carlson joined the meeting after lunch.

Open bids for the Extension Office repair, the fairgrounds repair and the Courthouse steps repair.

Present were Mark Qualman, Connie Schaad from Montana Made Projects and Rick Howey from High Mountain Builders.

Stone Construction          only all projects                            $185,500.00

High Mountain Builders   Extension Office only                   $79,450.00

Montana Made Projects   3% off for all 3, 2% off for 2`       $459,526.00

Mark Qualman will look overall bid information and ask questions. Then will tell the Commissioners what he recommends for vote next week.

Commissioner Carlson made the motion to take under advisement. Commissioner Borner seconded the motion. Motion carried.

Commissioner Carlson made the motion to approve the minutes from the July 8, 2019 meeting with minor adjustments requested by Commissioner Borner. Commissioner Borner seconded the motion as amended. Motion carried.

Public comment:

Virgil Merfeld and Virginia Carlson were present.

Mr. Merfeld said the Commissioners are doing a good job.

Item #1 to open Bids for hail damage repair at the Extension office/Fairgrounds/ Courthouse concrete steps was taken off the 3:00 business because the bids were opened at 2:00 as advertised.

Commissioner Carlson made the motion to approve and sign the Contract for Professional Services for grant writing for a mower and side arms submitted by Snowy Mountain Development Corporation in the amount of $1,762.08.   Commissioner Borner seconded the motion. Motion carried.

Commissioner Carlson made the motion to approve and sign the Contract for professional Services for grant writing for Hawk Creek Fire Department Building Supplies submitted by Snowy Mountain Development Corporation in the amount of $475.44. Commissioner Borner seconded the motion. Motion carried.

End of 3:00 business.

The Commissioners returned a phone call to a resident that wanted something done with the weeds in her neighborhood.

Kathy Thompson with Stahly Engineering called the Commissioners to discuss the next steps for the TSEP Grant. Ms. Thompson will send the scope of work to the Commissioners. Commissioner Borner also asked Ms. Thompson to look into the DLA (Delivering Local Assistance) Grant. Commissioner Borner explained that they were going to be meeting with Mayor Jones and Superintendent of Schools Sealey to discuss projects that are needed and a DLA Grant may be used.

Mayor Jones and Superintendent of Schools Sealey met with the Commissioners to discuss a DLA Grant and possible projects.

There being no further business the motion was made to adjourn. Motion carried.
