The meeting was called to order at 8:30 by Commissioner Goffena.  Commissioner Turley and Commissioner Pancratz were present. Secretary Hagstrom will be absent after lunch.  Minutes will be taken by Clerk & Recorder Tomassi.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after adding an Encroachment permit in Section 29, T-7-N, R-26-E for an approach on Ambush Road submitted by Jay Reynolds. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve the minutes from the April, 22, 25th and 29th, 2022 minutes as written. Commissioner Pancratz seconded the motion.  Motion carried.

Meeting Minutes

Roundup Memorial Hospital

Commissioner Turley attended the Roundup Memorial Hospital (RMH) Board meeting this date. Centers for Disease Control (CDC) has determined that Covid is no longer a pandemic, and that Covid is now “endemic”, meaning that Covid will now be a disease regularly found in certain areas or a particularly susceptible group of people. Nicole Hobbs, and Hannah Shirkey , Regional Vice Presidents of Billings Clinic also attended and provided uplifting information regarding RMH. Anne Marie Kloppel and Pat McConnell of Billings Clinic provided RMH up-to-date budget and financial reports. They made note that RMH is rather healthy financially even though it is a small facility and has suffered through upheavals of covid care. Billings Clinic noted that RMH has upgraded patient dietary menu, meal prep staff, and that RMH nurses did well under review, as did RMH Hospital protocol. Billings Clinic is testing an “At Home Health” partnership in Billings to allow health care options to be provided at home limiting burdensome hospital visits.  Such a partnership may also benefit RMH patients as well. Billings Clinic staff provided a very positive meeting with RMH, and made note that the upcoming vote on the RMH mil levy should be supported.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. They are getting ready to shut down the boiler.  New flags are needed. The railings at the Senior Center are being worked on.

Sheriff Lesnik gave his weekly report to the Commissioners.  Deputy Manning and the new K9 Officer Aki were present to introduce Aki.  Sheriff Lesnik met with R.I.D.E and the Rodeo to sign their permits for this year’s 4th of July celebration.

DES Director Russel, Coordinator Rook and Rural Addressing assistant Gomez gave their weekly report to the Commissioners. Mr. Russell and Mr. Rook were at an EMI class in Maryland last week and they both passed with a 95%.  The RFC (rural fire capacity) grant is in and the new one will be started next week. There were 2 new addresses last week. There is 1 active COVID case in Musselshell County. There will be a Resolution done on May 27 for the new command center trailer. Public comment will be the 20th and the 27th at 2:30.

Treasurer Hetrick met with the Commissioners to request the write off of uncashed claims for the last year to go into the general fund and delinquent mobile home taxes that are 5years old.  There will be resolutions for both on May 20, 2022, 3:00 business.

Mike Pratt, Charles Gettlemen, Judy Sutherland, Ed Grime, John Adams, Robert Varney, Wendy Shrep, Karen King and Warren Hanson met with the Commissioners to discuss the Covenants for the Roundup Mesa Subdivision and joining the Montana Water Authority project. The Commissioner told them they will need to create a Water District and the Commissioner will need to know that they are going to do that before they are willing to put ARPA money into it.

Theresa Doumitt was present to update the Commissioners on the bench project and the Welcome Center Kiosk.

Commissioner Pancratz made the motion to approve getting a new mail system for the Courthouse. Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to approve and sign the application for the CFPC (Cooperative Fire Protection Capacity Grant).  Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to approve and sign Certificate of Survey 2022-10RB amending COS 1992-12 located in the W2 of Section 23 and the E2SE4 of Section 22, Township 8 North, Range 25 East, submitted by G& T Rivers Edge, LLC.  Commissioner Turley seconded the motion.  Motion carried.

Commissioner Turley made the motion to sign the Encroachment permit in Section 29, T-7-N, R-26-E for an approach on Ambush Road submitted by Jay Reynolds. Commissioner Pancratz seconded the motion. Motion carried. (Subject to the approval of Road and Bridge Supervisor Stockert)

Monty Sealey met with the Commissioners to discuss the Water Authority Project.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion.  Motion carried.
