November 17, 2023 Minutes

The meeting was called to order at 8:30 by Commissioner Turley.  Commissioner Pancratz and Commissioner Goffena were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after changing the 9:30 time slot to Emily Schultz. Commissioner Goffena seconded the motion as amended. Motion carried.

Commissioner Goffena made the motion to approve the minutes from the November 9, 2023 meeting as written. Commissioner Pancratz seconded the motion.  Motion carried.

Secretary Hagstrom reminded the Commissioners that they would be doing claims on Wednesday November 22, 2023.

The Commission decided they would not meet on Friday November 24, 2023.

Commissioner Pancratz made the motion to sign the Memorandum of Understanding between Musselshell Board of County Commissioners and Golden Valley County Board of County Commissioners to reallocate expenses and salary contributions for the County Attorney and his office. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Approval of Work Plan dated September 29th, 2023, for the Petroleum Release at Farmer Union, 101 2nd Street East, Roundup, Musselshell County, Montana; Facility ID 33-00047 (TID 25783), Release 235, Work Plan 34735. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign FY2024 Extension Services Agreement between Montana State University Extension and Musselshell County, Montana. Commissioner Goffena seconded the motion.  Motion carried.

Commissioner Goffena made the motion to sign the Musselshell County First Security Bank of Roundup ACH Origination Agreement. Commissioner Pancratz seconded the motion.  Motion carried.

Commissioner Pancratz made the motion to sign Encroachment Permit for Section 1, Township 9 North, Range 30 East Harvey Road submitted by Vernon Poole. Commissioner Goffena seconded the motion. Motion carried.

Board information.

Commissioner Goffena attended the Central Montana Health Board meeting Tuesday November 14, 2023 here at the Commons. The van now belongs to OneHealth. There is an HR issue that is a concern.

All Commissioners attended the LEPC meeting Tuesday November 14 at noon. (Commissioner Pancratz attended via Zoom) The drone capability was discussed.

Commissioner Pancratz spoke with Carli Wheatly from Snowy Mountain Development regarding Homes on the Range.

Commissioner Turley and Commissioner Goffena attended the FEMA meeting. Funding for the spring flooding was discussed.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Cameras at the Commons need worked on. They just might need a booster.

Emily Schultz met with the Commissioner regarding County owned property in Melstone.

CFO Kirk met with the Commissioners to go over some budget issues.

Sheriff Lesnik gave his weekly report to the Commissioners. The new detention Officer is doing very well.  It will be March of 2014 before he will be able to attend Correction Detention Officer Basic (CDOB) Deputy Randall graduates Dec 5, 2023 from the academy. The new patrol vehicle was delivered.  Sheriff Lesnik is concerned the violence in Billings will be working its way here.

DES Director Russell, Coordinator Rook and the Montana DES Mitigation Team: Sara Hartley, John Bleile, Thomas Perez, Crystal Guerrero and Andrew Long were present to discuss doing another buy out for properties remaining in the Floodplain. They are going to do a “Town Hall” for those that are interested in participating in the program on December 12, 2023 at the Senior Center.     Director Russell reported that they will be moving forward with the culvert grant.

Jody Dahl and Angie Mozqueda met with the Commissioners regarding a Community Center and prevention.  A Community Center is a big need for Musselshell County.  It could also be used for office space or day care. Yellowstone County is not going to be going for a block grant for prevention and Ms. Mozqueda would like the County to apply. The Commissioner will do research regarding the grant.

Mr. MacLean met with the Commissioner regarding weeds from a neighboring property.

There being no further business Commissioner Pancratz made the motion to adjourn for the day. Commissioner Goffena seconded the motion.  Motion carried.
