The meeting was called to order at 8:30 by Commissioner Berry. Commissioner Carlson was present. Commissioner Borner was absent.

Pledge of Allegiance.

Commissioner Carlson made the motion to approve the agenda. Commissioner Berry seconded the motion. Motion carried.

Commissioner Carlson made the motion to approve the agenda as amended after Commissioner Berry clarified the subject of her MCDC meeting. (last week) Commissioner Berry seconded the motion. Motion carried.

Commissioner Carlson didn’t make it to the Musselshell County Council on Aging meeting but had phone calls about it and they purchased a new vehicle for seniors.

Commissioner Berry did not have any meetings this week.

Commissioner Carlson said there will be a meeting on September 11, 2019 with the Mayor and a few Refuse District members to work on the Refuse District lease.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. The reverse osmosis at the Musselshell County Central Commons is leaking and is waiting to hear from Culligan. There is to be no salt or ice melt on the new steps at the Courthouse so she will be using sand this winter if needed. Montana Made Projects should be coming to fix the roof again this weekend. Ms. Jett would like a water test done after it is completed.

Road Secretary Kenner gave her weekly report to the Commissioners. They are still working on the new electronic timecard system and will have to wait until the budgets are done to know if they can get a new computer for Road and Bridge Supervisor Stockert. We are still waiting to hear about the #4 Road alteration. There is a situation regarding an old road off of Colony Road that the owners want addressed. This will be put on the September 16, 2019 agenda. Fishel Creek Road project was finished last week. A culvert was installed on Alec Roy Road and may need another one.

Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik introduced new Deputy Bradley Elkins. They are working on getting training for a County Chaplain for when there is a need. Mr. Lesnik thinks there is going to be a bigger need for the impound building and is going to look into expanding what he first thought was needed.

Ambulance Director Solberg met with the Commissioners with a personnel issue.

Des Coordinator Fisher and newly hired DES Coordinator Andrew Harper gave their weekly report to the Commissioners. Mr. Fisher gave the Commissioners the next years EMPG (emergency management planning grant) contract from the State to be signed. The ad was put into both the Roundup Record Tribune and Yellowstone County News regarding demo for the buyout buildings. They are going to begin testing for the new burn permit system this week. They are going to be sending some advertisement for the Heath fair regarding the burn permits.

County Agent Fosjord gave her weekly report to the Commissioners. Candy Stamp was also present. Ms. Fosjorn had the Commissioners sign a letter to Sheriff Lesnik regarding using some equipment at the fairgrounds. There is going to be a list made of projects that will need a man lift for trimming trees. Ms. Fosjord will let the Commissioners know when she will be renting the lift so other departments can be notified if they have a need for the lift. Ms. Stamp asked about doing some renovation to the shooting range in the building? Members of the Shooting Sports group would be available and willing to help. The reno would open up and make the range bigger and it would be available for classes. Commissioner Berry is going to visit in the afternoon to see what they are wanting and report back to the other Commissioners.

Greg Reid with WWC Engineering met with the Commissioners to let them know that they had a meeting with Snowy Mountain Development Corporation, DEQ and the EPA regarding getting the documents ready for the Brownfield Funding for the abatement of the 8 FEMA buyout properties that have asbestos. They are also working on the Sheriff Office steps project.

There was no public comment.

Item #1 to review and Sign the Cooperative Purchasing Memorandum of Understanding between the Montana Department of Administration and Musselshell County was tabled until Commissioner Borner is present. Item #3 to Review and sign the Taxing Jurisdiction Change in Valuation form for: Elementary School District 55 (0605), High School District 55H, Elementary School District 21 (0978), High School District 21, Broadview Fire District, County Wide Levies, Fire Protection, Roundup Cemetery District, County Road Fund, School County Wide Levies and State School Levies died for lack of a vote after review.

Commissioner Carlson made the motion to sign the Encroachment Permit for an approach in Section 15, Township 7 North, Range 26 East on Johnny’s Coal Road submitted by Daniel J. Jenkins. Commissioner Berry seconded the motion. Motion carried. (this was already approved by Road and Bridge Supervisor Stockert)

Commissioner Carlson made the motion to review and sign the CDBG Application and Authorization of Chairman Borner to sign, Agreement to provide match, Designation of Environmental Certifying Official and Finding of Exempt Activities for the Road Department submitted by Snowy Mountain Development Corp. Commissioner Berry seconded the motion. Motion carried.

Maintenance Supervisor Jett met with the Commissioners with a personnel issue.

Ambulance Director Solberg met with the Commissioners regarding a chaplain in Musselshell County.
